After firing him in 1994, Al Davis has brought Shell out coaching retirement. After taking over for the fired Mike Shanahan in 1989, Shell had a regular season record of 54-38, leading the team to the 1990 AFC Championship game. Im not sure about this move by Davis, the Raiders need a ton of help to get turned around, hopefully he can make a positive impact starting with the draft in April.

I never thought Davis would rehire Shell. Where has Shell coached after leaving the Raiders?
I just dont see the Raiders turning things around in the near future.

He never had another head coaching job, he has worked for the NFL as the senior vice president of operations. He was the offensive line coach for Kansas City and most recently for the Atlanta Falcons where he stepped down following the 2000 season.

I think the best thing for the Raiders would be for Al Davis to step aside an someone else control to the team.
