Obama would have had a good two and a half months to light that fire. Not to mention the fact that John Koskinen, a devotee and appointee of Obama, was in charge of the IRS in November of 2016 and had been since 2013. Further, he remained at the helm of the IRS until November of 2017. A full year after Trump was elected.
