That's like saying Devin Booker isn't an all-star.  Even though his team doesn't make playoffs doesn't mean he's not recognized as one of the leagues top players.  Leslie is in the region's toughest district in the region and its not even close.  So I don't agree with that logic.  Hazard thought he was good enough to face guard in the district tourney, a team that went to state with an amazing record.  That should speak volumes about how good this kid is. If Perry and Hazard doesn't recruit out of state, its not even a question they make the regional tourney this year.
