If they allow it to happen:

1. Any chance that the transfer portal were anything short of free agency would be taken out back and shot in the head;

2. Schools and players would have to make a decision on whether to honor a scholarship/commitment, especially for incoming freshman whose status in regards to playing time, asking out of a LOI, or redshirting just got rather cut-throat;

3. Smaller schools either have their talent raided by larger programs or face budget problems where the caused by the cost of an additional player that they would not have had otherwise (and no one else thought was good enough to try and snatch from them);

4. In large part, the rich would get richer as the primary beneficiaries of this change are your national powerhouses like Kentucky-- they usually don't use all of their scholarships (or might give one to a kid who'd still walk-on without one anyway), the variable cost per player for the program isn't even a consideration in their athletics budget, they get an extra year from the grad transfer that they plucked from another school last year & they're also first in line for any kid that they want to offer as the deck shuffles again;
