Why don't you just post under your own avatar vector? You know better than this crap. Utilities routinely appear before regulatory committees to justify the requirement for and ask permission to raise rates and they are not always granted permission. All rate increases that a utility company plans to make must be approved by the federal government. If the government approves the increase, it avoids sending a steep increase to customers by setting down a schedule describing how quickly the rate can escalate. The Code of Federal Regulations states that the government will not intervene in rate increases if the utility company is raising rates out of necessity. These necessities include costs for opening "new facilities", one of your favorites, converting coal fired units to gas fired and remaining competitive with other utility companies.

This should be enough for all you regulation mongers until you raise enough money to move to Stalingrad.
