Dark-skinned people were traditionally in more sunny, hot areas and it became an adaptation to have less melanin in their skin so that they didn't burn as easily. Light-skinned people traditionally were in colder, less sunny areas and therefore, didn't need that adaptation as much.

P.S. Ernst Haeckel died in 1919....all of his statements are almost a hundred years old...things have changed and we have made new discoveries since then. We have also come a long way in how we treat and think about other races.
