These governmental units ned to take Chapter 9 Bankruptcy and to reject all contracts dealing with these obscene pension plans. Obviously, those who "negotiated" them knew they would be long gone before the manure hit the fan.

The units would, then, be in a position to renegotiate more affordable plans. After all, it is better for them to be able to actually pay their retired workers X instead of not being able to pay them 3X. The latter is no good if it will never be received.

Same goes for businesses who could benefit from Chapter 11.
