You could have a system that is based on Wins. If you win your district, region, state you get points and when you reach a certain point level you are moved to the next higher class. So teams like Mayfield, Highlands, Bowling Green, Trinity would be moved up as they keep winning. When you continue to lose you would move down in class. Every 4 years you get a reset.
