As to the bowl idea that was thrown out there.

In the stone age (1970's) the old Central Kentucky Conference (CKC) held a CKC Bowl for two top teams in the conference that did not make the playoffs. There were 2 exciting games to start it off if memory serves (1975 Harrodsburg vs. Danville and 1976 Boyle County vs. Henry Clay) but by the '79 season the top teams that didn't make the playoffs did not want to play in the thing. Their goal was the playoffs and the coaches and teams could care less about a consolation prize game. So it died after that '79 season.

I think the same would be the case now. The top programs care about winning a state title. To play in something less would just be going through the motions.
