The state taking over doesn't have anything to do with it (it might, but I don't know too many teachers who have at least 27 years in who are worried about the state or any authority, b/c they are no longer teaching bc they have to). He's been able to retire now for 3-4 years. This year is his 30th year. He could have just retired altogether, and still be well off.

Instead, by going to LCC, he is going to draw his full retirement benefits from KTRS (pay, insurance, etc.) + he will be able to make X amount of money at LCC towards his retirement "threshold" (as the KDE calls it).

In short, does this have to do with money? Probably so. I don't understand why people have a problem with that (not insinuating that you do). It's like those who aren't education expect teachers and coaches to live by standards (rules, whichever) that they don't live by themselves. In any profession, one of the reasons people take other jobs is due to the opportunity to financially BETTER themselves.
