Commerce associated with the Ohio River involves nearly every industrial concern and complex from Pittsburg to the confluence of the Mississippi. We're talking about an incredible volume of shipping here. This project (US Army Corps of Engineers) has been in construction phase since before the year 2000. And the locks section of the project was completed in 2002. LOL, it's not like boats can take another route or something.
