They fit better geographically, both in distance and safety.
I don't know Hazard's reasoning. I haven't asked anyone.
If I'm Hazard I don't want to travel to Williamsburg or Lynn Camp.
I also wouldn't mind the fact that I can count on three wins every year, if that's what you're looking for, kind of like Pikeville's district for as long as I can remember. I remember it was a big deal when Fleming Neon beat them one year.
