Of course it does. The framers include the authors of the Constitution and all amendments thereto. If the authors of the Constitution did not address the marriage of homosexuals, then it is rightfully a matter for the states to address according the the Tenth Amendment. As for women, they have the vote because the Constitution, as amended, granted them that privilege. Thank you for answering my question. I can see where you camp.
