That is not true. Legally, a person can not hold another person, company, etc. harmless in the event of negligence. It doesn't matter what you sign, if a school is negligent and your child contracts a deadly disease, you can file a lawsuit and the fact that you signed a waiver will not matter. Businesses and organizations that demand you sign such waivers are just trying to reduce the number of lawsuits that might be filed against them. Their lawyers know that waivers of negligence will not stand up in court.
