It was actually Ratliffs Creek where he moved to, which is approximately one mile from Pike Central.
I believe it was an actual move but the issue seems to be that the student was living in Pike Centrals district originally(lower Johns Creek)while attending Belfry then transferred to Pike Central even though a bona fide move, the student would have still been in the same district had he been at Pike Central.

Thanks for the clarification. I just wondered why they would raised such a fuss over a legitimate move. Now I understand.
