I've heard that Powell County can't go to the playoffs this year because they dropped Harlan County. Is this true? If not, these two teams should have an all out war due to the fact that they'd be fighting for that last spot in the playoffs, that is of course unless something crazy happens among the rest of the district.

Powell does play Harlan County and they are eligible for the playoffs. This game could very well decide who makes it and who doesn't between these two teams. I have heard as many as 5 starters (offense and defense) could be out for Fleming. I know 2 were ejected last night, so they are out. The others went out with injuries and may not be available any time soon.
