I disagree with that. Look back at last year in college football in the Big 12. Texas vs. Oklahoma, Oklahoma vs. Oklahoma State, etc.

The only time those teams "stopped" each other was when they stopped themselves with penalties or turnovers.

If this logic is true then the reverse must be true as well: if you win, you couldn't be stopped, maybe not everytime, but enough. I have seen plenty of games that were 3-0, 7-3, 7-0, etc to know that is true.
