The request was made because JC's enrollment dropped to 4A level after the classifactions were determined. The Golden Eagles were placed in 5A because of the timing of the classification - if a one-year enrollment had been used to classify teams, JC would be a 4A team. I believe that the other reason that JC requested the change in classification was travel time. Aside from Ashland (a one-our trip), I believe that Montgomery County is JC's closest 5A opponent. Bryan Station was also in the district at that time and Woodford County is an even longer trip from Paintsville.
