But, White people aren't the only people to use tanning beds. I know PLENTY of Black and Puerto Rican people (mainly girls) that lay in the tanning bed. Black people can tan ya know...

The question is not whether blacks and Hispanics ever use tanning beds. The question is whether the tax disproportionately impacts whites. The answer to that question is really not debatable. You will not find many tanning bed businesses operating in predominately black or Hispanic neighborhoods. A few quick searches of Googlemaps.com for "tanning beds" to compare the density of dots in innner city neighborhoods to suburban areas will demonstrate how much more common tanning businesses are in predominantly white neighborhoods.
