The two best programs in the East without a state title has to be Prestonsburg and Somerset. Both are contenders in their respective classes with numerous district and regional crowns, but fall short each time in the finals or semis.
Any title prior to 1975, in my opinion is fictious. The playoff system didn't come into existence until then. You had conferences, and bowls but no true method to determine the state champion.
For me to call a program "best" they have to have been consistent with wins since 1975. There are programs who get hot for a five or ten years then cool down. I am not counting those.

As for the best programs to not win it all From my personal knowledge I would have to go with Prestonsburg, The team they had in 92 which included my older brother Larry Morris was crazy good I never got to see them in person that I can remember, but I have watched a whole lot of film from them and they were unbelieveably good. How they didn't win the championship is beyond me.
I would also have to put Paintsville in here too they have made the finals 2 times, but have never been able to get it done.
The 92 team ended Danville's 47 game win streak,at Danville,,P Burg has lost to more state champions than anyone else, I believe...not positive...PBurg is one of the oldest programs in the state also..would love to see them finally get one...
Paintsville back in the day was very good,,but way back in the day...

Prestonsburg has two state championship appearances without a title, compared to Somerset's five.
Not trying to brag because it is not exactly something to be proud of, but as far as programs without a state title go, it's Somerset then everybody else.

What are you talking about???
The playoff system began in 1959! The Class System was expanded after '75 from 3 Classes to 4. Stayed that way 30 years till we went to 6.
As to your last paragraph, that sums it up for me. We are looking at the BIG PICTURE here and some of these teams mentioned are nowhere close to that.

Rockcastle may not be #1 but it is in the top 3 or 4. I definitely agree that Somerset is #1.

No one's resume compares to Somerset's in this catagory. They lost State title opportunities in 4 different decades I believe.
They've had some very talented teams but never have been able to win that elusive crown. That's not even considering the teams that lost to eventual state champs along the way (Corbin and Danville come to mind in numerous years).

It was 1993 and I know how they didnt win the championship. Mayfield beat them with speed in the title game

Can't really see that as a lock. They've been to a total of what, 4 semi-finals/finals in their history? All of it within a 10 year window or so?
Harrodsburg had just as much success without a title over a longer period of time (I don't count the Mercer Title as with Harrodsburg School as they were two separate entities).
What about Frankfort? Runner-up in '68 and '77 coupled with strong teams from the 60's till the mid 80's. Now they've had a good run in the last 6 years.
Glasgow's been to about 3 or so finals without success.
Henderson could be in the mix as well. I don't believe they've ever won the state title.
BTW, here's the list of champs and runners up on KHSAA site: http://www.khsaa.org/records/football/pastwinners.pdf
Has Shelby County ever won the state? They've had 3 or 4 state final appearances with no success. I recall one year ('77?) when they upset Danville in the Regional Final but lost by a TD to HHS (a team Danville and Chris Jones had defeated earlier in the season).
Has Hopkinsville ever won? They've been to the finals and semi-finals numerous times as well but found a HHS or a Boyle County or a Danville in their way.

Shelby County won in 1987 beating a very good Boone County squad
If I were to do a top 4, it would go:
1. Somerset- 5 title games, over 100 years old
2. Hazard- very good teams in the past, but could never finish at state
3. Boone County- 4trips, 0 titles thanks to Lou. St.X, Trinity, and Shelby
4. Prestonburg- Just the fact that theyve only been to 2 title games is a shocker

1) Somerset
2) Prestonsburg
3) Boone County
4) Hazard
Main reason for moving Hazard to the bottom of the 4 is because really their program has only taken off over the past decade or a little longer. Let them have a few more years of attempts before moving past Boone and Prestonsburg.

You obviously know very little about Hazard Football. HHS is #14 in the State in all-time wins. The only school with more wins in the list above is Somerset, who I believe is clearly the best program without a title.
The Semi-final and Final rounds are the only rounds the Bulldogs don't have as much success.
Hopefully, Hazard, Somerset and Prestonsburg will soon all be Football State Champions!

I'm just saying their biggest portion of their wins has come over the past 20 years (184 out of 585 counting 2010 season). So from 1926 to 1990, they won 401 games, an average of 5 per year, versus an average of 9 per year since 2000. I'd have them higher if they (as you pointed out) had a better record of just at least getting out of the semi-finals and into the finals. They are an outstanding program over the past 20 years, and I wish them much more luck (except when they play Pikeville, of course), I'm just stating my opinion, is all.

When did many of these schools open? I think Rockcastle has been around for around 50 years. I just saw that Somerset had a team in 1926!

Somerset Independent Schools were established in 1888 and they have been playing football at Somerset since 1909.

Didn"t take your comments as a knock. It appears you've done a little research, which I find very interesting. Over the years Hazard has had some very good teams and some very poor teams. I'll also add that Hazard started competing at the Class A level about 1990 more or less. Before that they always competed in AA, which from 1959 to 1975 was VERY tough. In the end, our opinions are all that we have left, haha! All due respect to you and Pikeville.

There were a few, I think the "first 4" high schools had football in 1893. This would include Louisville Male, Manual, and Owensboro. I don't think Bowling Green started playing until the teens or twenties though. Pretty sure Hopkinsville and Paducah Tilghman were playing football in 1909. Highlands started playing in 1915 I believe. The KHSAA has Somerset football starting in 1907 so I may be wrong but I was pretty sure it was 1909.

The Somerset Briar Jumpers have been playing football since 1907. Has 637 wins, 15 District Titles, 14 Region Titles, and 5 State Runner-Ups. With that being said Somerset is the clear choice in this catagory.

No, it was a phantom holding call in the line while the ball was being carried over the goal line for what should have been a Blackcat win.

Prestonsburg was better on both sides of the ball - even Card fans there admitted as much. P-burg was up 12-0 with 5 minutes remaining...unfortunately, close enough a long pass and a bad snap on a punt attempt reversed the outcome.
Sometimes the better team loses. But, that's football.
