Halftime it's 7-7. Prestonsburg with 5 yards in penalties and hazard with well over 100 yards in penalties. The officials have made at least 2 penalty calls on every hazard series. That's why nobody wants to come to the 15 region to play. These refs have taken over from the 13th region as the worst in the state
